Europe’s digital landscape is evolving rapidly, bringing resilience, trust, and technological sovereignty to the forefront. As emerging technologies and critical infrastructure become increasingly important for Europe’s competitiveness and strategic autonomy, EUREL has established the Committee on Digital Resilience and Technology Sovereignty - AI & Digital Trust; Microelectronics & Digital Infrastructure to bring together expertise, foster exchange, and support collaboration across its member associations.

What is the Committee working on?
The goal of the Committee is to strengthen Europe’s digital resilience and technological sovereignty by addressing technological, regulatory, and strategic challenges. The Committee is working, for example, on:
- Enhancing trust, security, resilience & technical sovereignty in the digital space
- Addressing risks related to AI-generated deceptive content and bots
- Supporting industry in implementing emerging regulatory requirements
- Reducing critical technological dependencies and strengthening European capabilities
- Exploring approaches to secure and trustworthy technologies and infrastructures

Dr. Emmanuel Kahembwe
Dr. Emmanuel Kahembwe is Chair of National Robotics Standardization Committee (BSI AMT/10). He is a member of the National Standardization Committee on Artificial Intelligence (BSI ART/1) and part of the European Committee for Electrotechnical Standardization (CEN-CENELEC) WG on Digital Sovereignty. Mr. Kahembwe holds positions at CAIO of The AI Quality and Testing Hub, CEO of VDE UK, AI Architect of VDE group.

Dr. Kahembwe sits on the Motor Cehicle Working Group at the OECD – AI Policy Observatory. He is an alumini at the University of Edinburgh (MSc & PhD), Heriot-Watt University (PhD), Napier University (BSc). Dr. Kahembwes affiliations are to the Edinburgh Centre for Robotics and the Heidelberg Laureate Forum. His expertise is AI, Data, Robotics, Autonomous Systems, High Performance Systems, Games Development.
